Initial synopsis: In October 1980, on the eve of a presidential election that would change the course of history, a group of environmental activists, scientists, and U.S. policymakers convened in a hotel in St. Petersburg, Florida, to discuss an alarming recent government study on the dangers of carbon dioxide emissions and rising global temperatures. Their goal: to come up with a statement with suggestions for how congress should react to the threat. But agreeing upon the wording proves not so easy.
